Let's look at it again. You had a 1M stock solution, but you wanted to dilute it down to a 1mM working solution. You knew that 1 mL of the stock solution would be enough to make 1000 mL of the working solution. That's a 1:1000 dilution. So you could have done the 1:1000 dilution in one step: But your boss wouldn't have liked that. So instead you did three 1:10 dilutions in a row.
